My Nexus 7 (flo 32G) shrinked from 32GB to 16GB.

In all the following ROMs, it shows up as a 16GB device in settings including stock. With CM 13 file manager, I see internal storage(16gb) and I see "Personal Storage(16GB)". It asked me to put a password(create a password) when I open it. Then I installed Phoenix OS Beta 1.0.5. In its file manager there is "android system(32GB)", This shows the root folder. There is Personal Space(16GB) and there is Internal storage (16GB). I Looked up ways to fix this, none worked. I reset it about a dozen times and changed ROMs about 5 times. But those never helped. I would show pictures as evidence but I don't know his to post pics.
