My watch was on MM and was misbehaving. So I tried to downgrade to Lollipop by flashing the Lollipop boot and system files. The watch then would boot, but would boot endlessly never reaching the setup screen.
The fix for me was to fastboot flash all the MM OTA files, then reboot. It booted, but again never reached the setup screen. I then shut the watch down, booted into bootloader and then went into stock recovery. I formatted data and cache and then rebooted and the watch fully booted to the setup screen and is back to normal.
I did not read this procedure on any other thread - took me about 6 hours screwing around to discover the fix that worked for me.
